I think this is a great example of how far technology and gaming has come. You would have never dreamed about these kinds of issues playing Calico Vision or Super Mario Bros. on the original Nintendo back in the day. Now days though, everything is so realistic that some games can really push envelope. I think from a technological point of view, this is an outstanding problem...if that makes sense. That means the manufactures of these games are bringing such "life" to these games and game situations, that it's actually offensive to some people...that's awesome! I think from a morality point of view, yes, the manufacturers of these games have a responsibility for what they're putting out there. Like the movies do, games have "ratings" on them, and this is important for parents of kids and others who may be offended by this type of material to really pay attention to. It's Singapore's perogative on what they want to ban, but in the US it is good that we leave that up to the individual and not the government.
